Why Use the Portal?

It facilitates a fast, efficient and cost-effective way of obtaining extensive information on standards, conformity assessment requirements, and other trade-related technical regulations/laws
It assists exporters and other stakeholders to know, understand and meet standards and technical requirements of the products of their target market(s);
It allows stakeholders to review and comment on the TBT notifications by the WTO and draft PNS developed by the BPS.

Who's behind the Portal?

The S&C Portal is administered by the Department of Trade and Industry’s Bureau of Product
Standards (DTI-BPS), which is the National Standards Body of the Philippines and the WTO TBT Enquiry Point of the country.
It was set up with technical assistance of the Republic of the Philippines - European Union (RP-EU) Trade Related Technical Assistance (TRTA) Programme and the USAID’s Economic Modernization through Efficient Reforms and Governance Enhancement (EMERGE) Project, with support from the Philippine Exporters Confederation Inc. (PHILEXPORT) and the Philippine Chamber of Commerce and Industry (PCCI).

The Department of Trade and Industry’s Bureau of Product Standards (DTI-BPS) once again collaborates with the Department of Education’s Bureau of Alternative Learning System (DepEd-BALS) for the conduct of a writeshop on the development of new modules on another set of prioritized products so as to integrate the importance of standards in everyday life.

ALERT NOTICE! EU Legislation on Registration, Evaluation, Authorization and Restriction of Chemicals (REACH)

The EU's new regulation on chmicals and their safe use called REACH (Registration, Evaluation and Restriction of Chemicals) entered into force on 1 June 2007.  REACH has implications for all chemical substances, manufactured in or exported to the EU, including those contained in articles/products.  In principle REACH applies to all chemicals: not only chemicals used in industrial processes but also in our day-to-day life, for example in cleaning products, paints as well as in articles such as clothes, furniture and electrical appliances.

Mandatory registration of chemical substances began on 1 June 2008.  However, extended registration deadlines (ranging from 2010 to 2018) are available for chemical substances that are pre-registered between 1 June 2008 and 1 December 2008.  A chemical that is not pre-registered by 1 December 2008 will lose access to the EU market after that date until it has been fully registered with the European Chemicals Agency (ECHA).
