are the available e-Payment facilities of the Bureau of Product
Standards (BPS)? (top)
The
BPS offers two (2) e-Payment facilities to our clients. One is by
using the BPS Standards and Conformance (S&C) Portal Web Store
http://www.bps.dti.gov.ph
and the other one is via the Billpay mobile payment of Globe using
GCash.
The
BPS S&C Portal Web Store is an easy and efficient way for all our
portal users to order, purchase, avail and pay Philippine National
Standards (PNS) and other collection of standards and related
documents, handbooks, and publications online as well as pay BPS
services and fees via the Portal’s Web Store.
All
BPS products can be ordered online. Almost all can be delivered in
either of two ways. First is the traditional paper method. You can
ask for “hardcopy” documents in our Library and Information
Center or you can choose to download them as electronic documents in
Adobe Acrobat PDF format that you can store on your computer. You
choose which version you want when you add items to your shopping
cart, or when you are ready to finalize your order.
The
Billpay mobile payment uses GCash that enables any Globe or TM
subscriber to send and receive money and make payments just through
text/ SMS.
Q. How to use the BPS and S&C Portal? (top)
The BPS S&C Portal Web Store is an easy and efficient way developed
for users such as exporters, stakeholders and the like to purchase and
avail of Philippine National Standards and other collection of
standards and standard-related documents, handbooks, and publications
and other BPS services online. Diagram below shows the comprehensive
features of online Web Store: Search Facility; Shopping Cart; and
Billing and Payment Details.

BPS products are grouped under two categories: PNS and Other Services.
Through this search facility, user will be able to accessed product
information easily and can easily add the item to the shopping cart
from the detail page.
Shopping Cart See details

The shopping cart lists all products, and products' information, selected by the user for possible purchase.

Shopping cart facilitates editing of order contents: remove product(s)
from list; change quantity and recalculate amount of the cart; add
product and recalculate amount of cart.

User may finalize the products and checkout for billing and payment details.

User has to select mode of payment (GCash and DTI Teller) after purchasing products online.

User is then asked to fill billing information.

For GCash payment, e-mail will be sent to the user, within 24hours,
which contains download information for ordered documents and claiming
details of other orders.

User needs to pay at the DTI Library office as required by the DTI
Teller mode of payment. The user has an option to pick orders from DTI
office or get thru e-mail.

User should print Payment and Transaction receipt being displayed after a successful GCash transaction for future reference.

User should print Order Transaction receipt being displayed after a
successful DTI-Teller transaction for order reference when paying at
DTI Library Office.
Q. How
can I pay for my order? (top)
Purchasers
can opt to pay for PNS, other standards related documents and BPS
services fee by cash, cheque or by using Globe’s GCash.
Q. What
is a watermark? (top)
A
watermark is additional information that has been added to your
purchased PNS or document to identify the rightful client. In the
case of downloaded standards, using a watermark is a means of
personalizing each standard that you download. The watermark displays
the DTI logo, your name, contact information and transaction
information on each page of the standard. It shows that you are the
rightful owner of that standard or document.
BPS
uses watermarks in order to protect the copyright on PNS.
Q. Who
can avail of this facility? (top)
It
is available to all Globe and Touch Mobile subscribers. Anyone who
wishes to avail of this facility must be a registered GCash
subscriber.
Q. How
do I become a registered GCash subscriber? (top)
You
may register by typing REG <4-digit M-PIN>/<Mother’s
Maiden Name>/<First Name>/<Last
Name>/<Address>/<Telephone no. with area code> and
sending it to 2882
Example:
REG 1234/Juana Cruz/John/Santos/2 Scout Reyes QC/023715555.
You
will receive a text message saying that you have successfully
registered. You should always remember your GCash MPIN as this will
be required everytime you pay through GCash. You should then
transfer cash to your GCash wallet.
Q. How do I transfer cash to my GCash wallet? (top)
Just
go to a Globe Business Center or any authorized GCash outlet such as
SM Department Store customer service counters, 7-Eleven, selected
Tambunting and Cebuana Lhullier pawnshops and otter stores that
accept cash-in transactions. Show the required identification to the
teller. Give the teller the cash and processing fee. (Processing
fee varies from 1% to 2% or 10.00 Php whichever is higher depending
on the cash-in outlet.) The authorized GCash outlet will send the
GCash to your mobile phone number directly. For a complete list of

do I pay after transferring GCash to my wallet using Billpay?

subscriber keys in the payment instruction according to the following
syntax:

INSTITUTION CODE refers to the specific DTI Bureau/Office wallet to
where the payment will be credited which in this service is BPS

the Order of Payment Slip ***

Order of Payment Slip is the document issued by the BPS Account
Officer who will identify the transaction amount/fee that the clients
needs to pay
e.g.
BILLPAY <space> 1500 <space> 1234 <space> BPS

If the amount is in thousands, do not place comma; if the amount
includes centavos, this should not be more than 2 digits; do not
place special characters such as P or $
Q.
What will the clients receive to confirm their GCash e-payment?

If
the GCash e-payment transaction is successful, BPS S&C Portal Web
Store E-payment Confirmation Receipt will be displayed from the
clients' computer screen. There is an option to print the said page
which serves as the Official Receipt. Also an SMS with GCash
E-payment Reference Number will be sent to the mobile phone.
For
billpay payment, an SMS message with GCash E-payment Reference Number
will be sent to the mobile phone.

That
being the case, client has two options:

Key
in another syntax code for the balance payment using the same or
different Order of Payment # (whichever is applicable to the
Bureau/Office)

Pay
to the cashier the computed balance
Q. What
will I do if the amount I keyed in is more than what is required to
facilitate the transaction? Will there be payment reversal? (top)
That
being the case, client has two options:

Carry
over excess amount to succeeding transactions
-
Apply
for payment reversal and follow these steps:

Client
should file a formal letter of reversal addressed to BPS
-
BPS
will validate client’s claim and ask the National Treasury for a
payment reversal

The
client will have to wait until the National Treasury reverses
payment to holder of GCash wallet (!)

Please note that the payment reversal process will take some time.
Thus, be sure to key in the correct syntax code.
Q. Will
I be issued an official receipt? (top)
In
lieu of an official receipt, the order of payment slip issued
personally or through an e-mail and stamped “paid through GCash”
and signed by the authorized BPS Account Officer will serve as the
official receipt.
Q. What
is the transaction cost? (top)
In
addition to the corresponding fee per BPS transaction, GCash will
charge Php 1.00 as SMS transaction fee from your Globe or Touch
Mobile airtime load.
