The Department of Trade and Industry (DTI), through its Bureau of Product Standards (BPS), has made available the World Trade Organization (WTO) Technical Barriers to Trade (TBT) Notification Alert Service, a notification system that automatically prompts exporters and other stakeholders on proposed new and revised technical regulations and standards issued by the WTO member-countries, which can be accessed at www.bps.dti.gov.ph for free.
DTI-BPS Director-In-Charge Victorio Mario Dimagiba explains, “Under the WTO Agreement on TBT, the DTI-BPS, as the WTO/TBT National Focal Enquiry Point, is tasked to alert exporters and other stakeholders on TBT Notifications published by WTO Secretariat to ensure that technical measures imposed on products, such as standards, technical regulations as well as conformity assessment procedures, do not create unnecessary barriers to trade.”
“Up-to-date information on TBT Notifications is vital to exporters/traders as these proposed amendments to trade regulations by countries worldwide may significantly pose hurdles to local businesses in terms of compliance to technical requirements, which can cause delay or even prevent market access if taken for granted,” adds Director Dimagiba.
The DTI-BPS’ internet-based TBT Notification Alert Services sends email notifications to provide subscribing exporters and other stakeholders an opportunity to access, review and comment on the draft regulatory measures, standards, as well as administrative and/or legal requirements proposed by the WTO member-countries before these become laws.
This automated notification system intends to help stakeholders better understand and meet standards and technical regulations of the products of their target markets and to keep them abreast of the changes in foreign regulatory requirements in the international market. More importantly, it enables stakeholders to raise their concerns on the draft regulatory measures/requirements issued by WTO member countries that may restrict market access and affect trade.
Director Dimagiba stresses,” The registration for the WTO/TBT Notification Service is for free, thus the Bureau is encouraging all stakeholders to register at www.bps.dti.gov.ph. Concerned stakeholders are also advised to be mindful of significant changes in trade regulations and actively review and submit comments on proposed new/revised regulations that are relevant or would affect their businesses so as to manage and keep up with the highly-globalized market.”
