The Department of Trade and Industry’s Bureau of Product Standards (DTI-BPS) once again collaborates with the Department of Education’s Bureau of Alternative Learning System (DepEd-BALS) for the conduct of a writeshop on the development of new modules on another set of prioritized products so as to integrate the importance of standards in everyday life.

Trade Secretary Peter B. Favila explains, “We have strengthened our partnership with DepEd to effectively and efficiently carry out our awareness and education programs for consumer welfare protection through proper integration of the relevance of standards for safe and reliable products and other consumer-related information in the school curricula.”

“We are optimistic that these new batch of modules would further enrich the learners’ knowledge on product standards and rear intelligent and vigilant consumers that demand and purchase only safe and reliable goods in the market,” adds Secretary Favila. 

In the said writeshop, the DTI-BPS convened 25 DepEd-BALS consultants, editors, writers, encoders, and illustrators, together with DTI-BPS technical experts and industry representatives to develop new modules on product standards, which include cement, ceramic tile, flat iron, lighter, monobloc chair, and safety match.

The modules were designed to educate and encourage mobile learners or out-of-school youth and adults to understand the significance of the Philippine Standard (PS) and Import Commodity Clearance (ICC) marks on critical products that are commonly used in their homes as well as on their rights and responsibilities as consumers.  Moreover, these materials were developed to inform learners on how to distinguish substandard products in the market so as to make wise choices in their purchases and get the value of their money.  With the knowledge on product safety and quality, the learners are expected to influence their families and peers to be vigilant consumers so as to be protected from the hazards posed by substandard products.

Through the support and assistance of the Philippine Product Safety and Quality Foundation (PPSQF), the Ceramic Tile Manufacturers Association (CTMA), Solid Cement Corporation, Jaka Equities, Polyfoam RGC International Corporation, and the Swedish Match Philippines, Inc., the DTI-BPS has successfully conducted the writeshop for the new set of modules, which was held from 15 to 19 June 2009 at the Estancia Resort Hotel in Tagaytay City.

Last year, DTI-BPS and DepEd-BALS have successfully launched four (4) modules on standards for LPG cylinder, compact fluorescent lamps, automotive battery and flat glass. These modules, which were distributed in print and CD copies to all DepEd-BALs District Offices, are now being used by mobile teachers and instructional managers nationwide.

Furthermore, validation activities on the 92 lesson exemplars (LEs) for consumer protection have been conducted in several pilot schools in identified regions.  The training program for teachers on the proper use of the LEs has also been set from July to August of this year.

Consumer Welfare Undersecretary Zenaida Maglaya underscored that the Department is committed to strengthen its information and education program to nurture an informed and empowered Filipino consumer, through the solid support of its partners from the DepEd and the industry sector.
