DTI reminds consumers: Buy only fireworks with PS mark

Welcoming the New Year with loud, dazzling and colorful pyrotechnic devices is one of the many traditions Filipinos prepare for. But since it is a device that explodes, it puts a user at risk especially when they are not used properly or when they are defective. Hence, the Department of Trade and Industry’s Bureau of Philippine Standards (DTI-BPS) prompts consumers to be extra cautious in buying fireworks and in using them.

Fireworks is one of the 73 products and systems under the DTI-BPS list of Philippine National Standards (PNS) for mandatory certification. These products and systems are classified into four (4) groups, namely, construction materials, chemical products, electrical and electronic home appliances, and, consumer products. Christmas lights is under the classification of electrical and electronic products.

Under the BPS Product Certification Scheme, manufacturers of fireworks are required to apply for the Philippine Standard (PS) license prior to distribution or sale of products. Only those manufacturers who comply with the requirements of the Philippine National Standard on fireworks (PNS 1220-2:1994) are issued with the PS license and are authorized to use the PS mark on their products.

 

DTI-Consumer Protection Group Assistant Secretary, concurrently the DTI-BPS Officer-in-Charge, Atty Ernesto V. Perez emphasizes, “Section 6 of Republic Act 7183 or An Act Regulating the Sale, Manufacture, Distribution and Use of Firecrackers and other Pyrotechnic Devices, specifies that the importation of finished firecrackers and fireworks shall be prohibited. Thus, the DTI, in support to the Philippine National Police’s (PNP) implementation of this law, has only issued the PS license to manufacturers and has not issued the Import Commodity Clearance (ICC) certificate to any importer”.

 

Accordingly, the Philippine National Police (PNP) regulates the sale, manufacture, distribution and use of firecrackers and other pyrotechnic devices as mandated in Republic Act 7183. The said act requires the manufacturers, wholesalers, and retailers to secure a license or permit prior to sale and distribution of their products from the PNP. RA 7183 specifies the types of firecrackers and pyrotechnic devices that can be legally sold: firecrackers –Bawang, Baby rocket, Paper caps, El diablo, Small triangulo, Pulling of strings, Judah's belt, Sky rocket (kwitis), and, other types equivalent to the foregoing in explosive content; Pyrotechnic Devices – Luces, Fountain, Jumbo regular, Mabuhay, Sparklers, Roman candle, Trompillo, Airwolf, Whistle device, Butterfly, all kinds of pyrotechnic devices (pailaw).

As of 06 December 2017, the DTI-BPS has issued the PS license to 19 manufacturers of fireworks, firecrackers and pyrotechnic devices and are authorized to use the PS mark on their products.

“The Department urges the consumers to lessen, if not, eliminate the risks in using fireworks by choosing the certified brands. Aside from the PS mark, consumers should also check if the fireworks are properly labeled with the name of firework, classification and intended use, brand or trade name, name and address of manufacturer, and, the words “Made in the Philippines”, Atty. Perez warns.

DTI reminds consumers to purchase only from licensed manufacturers or retailers who have the technical expertise on the production, storage, sales, and distribution of the fireworks/firecrackers for harm-free family celebrations this Christmas season.
